thats cuz international and domestic protocols forbid the prime minister or president to speak english in front of the media. furthermore, there r reporters in the russian media who need translation. Putin's english is actually very good, better than bush imo. How many politicians can become prez and speak english fluently within 3 yrs? However, his german is at a native level. medvedev also speaks english but will not do so in front of the media.
