For everyone asking how they animate, they do the art in Photoshop, then I imagine they do animation, effects and so on in After Effects

They could import the Photoshop document as seperate layers (i.e arms, legs, eyebrows, etc. all seperated into different joints and so on) and animate it from there. Just think of After Effects being used like this as using Flash, but you can keyframe pretty much anything

Once you have every limb and seperate body part, you can import the whole Photoshop document as editable layers into After Effects. These layers will be transported to a new After Effects composition, where you have a timeline not unlike the one in Flash, the main differences being that keyframes are much easier to move around and you can change almost any parameter (including position, scale, alpha etc.) with keyframes.

@TRU3G4M3R90 This is done on Adobe Flash or Photoshop. Cartoon shows are drawn on cell paper then place over a light box and then drawn over again or done digital then draw with layers. There is some shows that are done with Flash. If you want more info look up wiki or google.
