It has nothing to do with India's space research or nuclear weapons, compared to the money that is allotted to poverty alleviation, that is nothing. The problem in India is not corruption in the central govt. or the top level, but it is at the lower level. The centre dispatches the money but it never reaches the right people. For example, the northern state of Bihar has a literacy rate of 33% but the southern state Kerala has a 95% literacy rate.
