You could put something in that magazine pocket besides mags. Anything of similar shape and size would work, plus it does scale up and down in height to some degree. It's possible he has something in mind to put in there. In fact I think it might be ideal to hold a personal water filter unit I own.

That, and the larger loops in the front compartment for double stack magazines would hold some kinds of tools better.

Many who buy or just like this kind of gear don't own a firearm at all.
