Every single soldier involved should have gotten first degree murder. There is no reason for a soldier to fire at unarmed United States citizens. Especially if full uniform with government issued weapons.

In the end the army joined the rebellion and the communist dictator, Nicolae Ceausescu, the one who ordered the killing, was captured and killed.

The act was repealed, and had it been around, massacre of peaceful protesters and innocent bystanders was in no case the proper response.
