At my doctor's office there is a tiny Schindler elevator, much like this one (I filmed this elevator, BTW), and I have seen a large reclining-style wheelchair (one that places a person is a reclined position, similar to recumbent bikes and trikes) fit in the elevator perfectly. Both of these elevators would probably violate IBC Stretcher codes though.

That is a tiny elevator fo a department store.
Probably barely squeeze a wheelchair in. (I know one can fit, I meant by how much.)

If you stand the stretchers on-end, it'll work. Sadly, I'm not joking, because I'm sure that's what EMT's would do.
