This is an illusion. The landscape lends itself to the illusion that the water is going uphill when, in fact, it's going down. The same phenomenon happens at a few other places, one of which is called "magnetic hill", where objects, like cars and balls, can be see going "uphill". They are actually going downhill, but the terrain causes the illusion of an uphill slope.
it's similar to "they mystery spot" in santa cruz, california. ohhhhhh i probably shouldn't spoil it for everyone hehe. but i will! it is, in fact, an optical illusion, and has to do with the fact that you can't get a clear view of the horizon to allign yourself upright. very cool though!
but i wouldn't really call it a hoax though. because it does serve it's purpous, which is to intrigue and amaze. even now that i know the "mystery spot" secret, i still go pay the dang $7 to take the tour cuz it's still pretty cool
