All of these videos of outbusts and verbal exchanges at Scranton City Hall show that the rules and prcedures for their meetings need to be revised.

Public comments should go at the beginning and end of each meeting and should be limited to statements from residents. There should be no question and answer format allowed. This prevents these back and forth exchanges.

Council should not give in to a disruption by recessing the meeting. Disruptions should be handled by the security officer.
