Do you have a written plan for this somewhere? I'm not keen on the idea of a "National Bank" - we've seen that movie before and Andrew Jackson dealt with it. Who would run/oversee it ? What are your proposed reserve requirements? You leave more questions than you give answers.

Also national banking means, that commercial banks cannot engage in the same activities of an investment bank and vice versa. Foreign banks cannot hold deposits in other states. The commercial bank of a region must represent the realities of the local economy, if one of these banks goes bankrupt for n reasons, it won't affect other states.
