Actually Rampage is more related to Starscream. In Beast Wars they said that Rampage was created by cloning Starscream's mutant spark. He had a mutant spark because he was able to come back as a ghost, and they cloned that spark and gave it to Rampage. But then Megatron cut the spark in half and gave the other half to TM2 Dinobot.
