I'm not sure but that sounds like Norma Kay Justice (Mark Justice from WLGG radio in Ashland's wife). It sounds like her and I have heard her say on WLGC that she used to work for WOWK.
That 2nd promo actually reminds me of two lottery based game shows which aired in my area around 1996-97--Illinois' Instant Riches and Illinois' Luckiest.

@jwgreek8606 Well, WOWK's reception stretches as far as southern Ohio (e.g. Ironton, Portsmouth), not to mention parts of Kentucky.
