The only thing this device does is show you if the house has someone in it. Then it is up to the soldier (under stressful circumstances) to make the judgement. Bad guy, little kid hiding in the wardrobe - Which are you supposed to assume it is?
Might be good for Splinter Cell'esque shenannigans or for special forces but not Sgt Numnuts from Ohio.
Unfortunately that's something which will always happen, Soliders not following protocol (most likely due to pressure and the fear for their own lives).
It's no doubt going to be put into circulation because it will save soliders lives and that is the priority in this war.

The point is that it helps the troops prepare for a possible ambush. It allows them to warn whoever is there that they are coming.
