Not to sound evil, but Professor Wiley deserved it! Anyone who's had the same problem would want this. Although I do believe the circumstances are too extreme, think about it. We would rather let a few heartless assholes live rather than millions of innocent people.
Why didn't they arm the negotiator with a tazer or pepper spray when he went in so he can knock him out cold without killing him... thus not triggering the kill switch.... plot loophole...
Eh, it's not just about plot loopholes, it's really about suspension of disbelief. Most people wouldn't see that problem.
But anyway, the tazer could set it off (I'm not an engineer, but then again who knows how that lunatic would wire his stuff). And the pepper spray wouldn't stop him from pulling a trigger.
