Redistribution of wealth removes the incentive to innovate and compete. Government is not efficient in running anything. Regulation creates monopolies. Welfare creates a system of dependency (I know this first hand). People will do what you pay them to do. If you pay them to grow corn, they will grow corn. If you pay them to not work, they will not work.
