Before your friends start referring to you two as "Lefty" and "The Pirate" -- you should really try some safety stuff. Like eye protection. And earplugs. And that shaft is in no way big enough to withstand the forces generated by a shredder. The bearings (if there are indeed any) aren't big enough either. And that pulley arrangement isn't going to work. More rpms from your motor and more sensible pulley proportion will help. Find a working shredder and copy it -- and try not to kill yourselves.
I think you're right about speed vs. torque. For leaves and grassy weeds - speed. For heavier stuff torque. Since you have a pulley system, add two more pulleys. And a spring or bungy cord to adjust the engine. For a light weight hopper/chute, get a large traffic direction sign, cut it and use pop rivets to hold it together.Who gives a shit if tourists get lost for awhile. Good Luck
