They're not.

The fangs are the canine teeth or "eye teeth".

The incisors are the front teeth. In cats incisors are particularly tiny, sharp and serrated for stripping flesh from bone. I can't see them in the video either. It might be due to poor quality or perhaps they're missing in this cat.
