It's very ambitious idea and risky - for any country. USA did it, but dangerously, and with some luck. You have to keep trying, and moving forward or else stagnate. No water is not an energy source, water is more like a energy carrier, just like petrol. It takes energy to create this carrier. in this case electrolyzing water to create hydrogen. this hydrogen will then be stored for later use. so as you can see it still needs energy to create it.
A better solution would be harnessing wave power.
but still, i think that we need to go into space,
whatever the costs. Then mankind wil have countless more resources. and better still a "back-up" population.

If the russian allows the chinese to copy the spacecraft technology, China would have already had its first manned space flight in the 1960. The reason why it has been delayed for sooooo many years is, in fact, because of the RUSSIAN! After the Sino-Russian split in the 1960-70, the Russian banned all the high tech import towards China. The Chinese has no choice but have to develop the technology by their own. (some of it were stolen from US, EU, Russian.. etc; others are self developed).

The Russians even sold them a Stripped down Soyuz friend. Just check it yourself. And Russia didn`t exist in 1960 now did it. It was called the Soviet Union and Was an excessive communist regime. I think you do know there is only one moon! if you find there was difference, then that is a problem. Ps: China's moon orbiter's main purpose is to use laser to map moon's 3 D landscape, the camera on board on higher orbit took worse resolution pictures than Japan and NASA's.

It is not Earth orbiter!! without atmosphere disturbance, height atitude means nothing to a moon orbiter, and from picture you can't tell orbiter' height, RESOLUTION capacity is all what satelite image matters! China's resolution is known for worse than NASA with higher resolution capacity, people have image zooming zooming which might enable it to see textbook size object. That means if you want to compare two image were the same one, you need to compare its resolution limits!

I think those countries that were previously thrid world are pushing harder to achieve, whereas the west (US, UK, EU...etc) are losing steam: Instead of being inovative, we're just sitting around paying lip service to it. The international space station was good, but its been up there ages, and they are still building it. By now, we should really have been back to the moon, and maybe seriously thinking about sending men to mars soon (not in 30 years.). New propulsion tech should be avaliable.

The EU (including Canada and Australia), India, Japan, South Korea, Brazil, Iran (yes), North Korea (yep), South Africa and even Nigeria all have plans for manned space flight before the year 2050 and all of them at some point will probably aim for Moon and Mars before 2100. I'm not joking about Iran and Nigeria. Iran is developing ICBMs for launching satellites and Nigeria already developed two satellites on its own which were launched.
