I don't see that as retarded. Chun-Li is overpowered, plain and simple, no matter the player. Nuki is a good player overall true, and you do need to be good to use Chun-Li, but any good Chun-Li just gets insane advantages over all characters and that gives me all the reason I need to bitch about it.
Really, now I'd like to know the link between my bitching and my skill. Plus, its not like I "care" of getting better. I'm nothing more than a casual who tried to learn and use pro techniques only to understand how hard they are to execute. So yeah, I won't get better I guess.
obviously how good the player is has a massive impact but you think it's a coincidence that so many tournaments are dominated by yun and chun? other than remarkable exceptions with players like kuroda the tiers whilst they can be over-come straight out undermine skill sometimes. 'the best man wins' is not a true statement if the winner scrapes a victory with chun vs 12 who uses xcopy. it's straight out not true. whilst the chun player may be better the tiers often are a massive decider
most people seem to think the best *was* hayao before he retired although i'm told kuroda is actually better with hugo than both, but there's only one video of his hugo online so i cou;ldn;t possibly say. he certainly he a beast though

Well since Kuroda's main is not Hugo and you pretty much never see him play with it, as you said, you can't judge that.
However, in my opinion, Kuroda is the best player in the world. He could be a beast with anything.
