unfortunately... that is not how you come about Phi. it's obvious when you look at the sequence: 1,1,2,3,5,8,13,21... 1/1=1, 1/2=.5, 2/3=.66, 8/13=.615, 13/21=.619. Phi is found in a geometrical relationship in the Golden Rectangle that has a mathmatical equation: (1 + square root of 5)/2.
Google this sentence and take the benpadiah link to see the phi spiral in the torus:

Uh, try it the other way around:
1/1=1, 2/1=2, 3/2=1.5, 5/3=1.6666, 8/5=1.6, ... 21/13=1.615....
Also, since phi-1 is the same as (phi)^-1, the examples you listed make sense: 13/21=0.619, approximately phi-1 (as 21/13 is approximately phi).
