I don't think he really had a choice. After the Janet Jackson Superbowl incident, the FCC went crazy. Not to mention once WCW and ECW folded into the WWE, all attention was on Vince. He could get away with the Attitude era, because there was a "cleaner" alternative in WCW. And ECW was always doing something worse than Vince.
