Not to stand down during an attack and die, just that the Japanese start the first attack. What stupidity. Of course you should defend yourself during an attack. Who stupidly interpreted such a message like this. However, ADM Kimmel and Gen Short were denied Purple Diplomatic decrypt messages four months prior to the Pearl attack.
