In the movie it's ash. The game SH1 had snow and was mentioned by Dr. Kaufman himself. But it does rain when otherworld takes over.

The sirens are a signal of the transition to the Otherworld in both the movie and game.Those screaming creatures are Grey Children,the kids who hurt Alessa.
