The UN has often had nothing it could do because of it's security council permanent members using a veto to prevent anything from happening. The 'failure' of UN to protect people around the world is only reflective of the failure of the states occupying permanent seats willing to do what is right.

Nothing 'benefits' to the UN (UN is an international organization) as the UN is a representation of the will of it's 5 permanent members: US, UK, France, China and Russia. If any of these states objects to the UN and uses a veto power, the UN can't do anything.
Im a American and I can gladly say that we as a nation are the cause on the failure of the UN. We restrict them and when they try to help, the US and other powerful nations simply dont listen because they are stonger then the UN.
What they need is people worth a fuck who are willing to actually do something and not cower behind "international law". If the enemies of humanity don't have those bullshit rules, why should the people fighting for good? I mean we should try not to kill any innocents, but that doesn't mean you need to post 20 french troops 100 miles away from the action with orders not to shoot. That's not a presence, at least the US, Canada and others are willing to take a risk to protect others.
