Let's look at the news story and you'll notice that the "luminescent sphere" that clearly appears out of no where, has some sort of propulsion system..Because it's moving around and towards the end it actually ascends, goes up.

The people that were there, freaked out..The reporter, camera man, the lady with the kid by the monkey bars, they all freaked out..It's not a balloon. What is it ? Don't know, but it's not a balloon. Balloons don't behave that way.
