The difference was that Milan were able to offer a signing on fee (in the region of 15 million), which Arsenal (rightly) wouldn't do. Edelman going has to do with his public image issues (ie. fans don't really like him, and he doesn't sound like a supporter), plus his services no longer needed now that the stadium financing and construction has been completed.

I think it was actually something like a £4m signing on bonus (according to the BBC), with £65,000 per week salary (£10,000 more than Arsenal offered) in a 4 year deal, which works out to be around £17m. But my point stands, in that he got around £6m more than what Arsenal could have offered him, and Arsenal wouldn't match it (it would have made his salary, in a 4 year deal, to be about £84,000 per week!)
