I Always thought that he was more than just a hitman...in the sense that the ones we see him kill are actually the ones who hired him? He gives them a sweet escape. When their back is against the wall and there is no where too run they could go the hard gross (sin city) way or his way? When he offers them a smoke is when they know they are talking too him but they play along. You see it in both scenes.
