if Chua's thesis is correct, then the idea of making "English" as the official language of the United States is a step towards the decline from the position of being the hyperpower.
Chua's fear about the United States' economic condition can be easily addressed by listening and implementing Ron Paul's rhetoric about the budget on foreign policies. Fixing starts at home, not in other countries.
The Dutch lost their power because of the many (small) wars that had taken the toll of them. The Dutch aren't natural soldiers but traders. So I think that when the Dutch were lacking behind with military strenght and over a course of time, the English filled the hole and expanded their reach (economic and military) and " started to push the dutch back"
@haremountain You clearly have no idea about the Dutch from the 17th century. The Dutch have fought the biggest, most efficient millitary power of the 16th century: the Spanish Army and WON. No country would go to war with Spain because of its immens army and Armada yet a few rebbels fought this army ( Battle at Newpoort for example ) the Dutch DESTROYED the biggest naval power: Armada.
