To say this is not a civil rights issue would be to assume LGBT couples are not equal to heterosexuals in the face of the law. And this is no thoecracy, the church should not have the right to control anything in this country except itself and its affiliates. And if you go back far enough in history you will find marriage was practiced long before the invention of religion. So you cannot say marriage is a "religious practice".
