Francis is the best one to kill. He is a corrupt hypocrite cop. If you listen to Packie's stories about him, he became an altar boy just to steal collection money. Derrick is a junkie, but I feel a lot of pity for him and he doesn't deserve to die. Also, what is the point of having Francis ability to clear wanted when his name disappears from your phone after you beat the game? Might as well date Kiki.
