Here's my take on it. The dispatcher was at fault for being unprofessional. Making jokes on the emergency line is not professional at all. The woman was at fault for not raising her child properly and calling 911 unnecessarily. I heard no fear in her voice at all so it didn't seem to me like she was in danger. And too many parents nowadays want to be friends instead of parents. Draw a line and be consistant. Stop BS at the first sign. Easier to put out a brush fire than a forest fire.
