Popeye's moves should do more damage. In like half of his cartoons he'll do something crazy like "punch a cannonball mid-flight, into the ship of whoever he's fighting, and somehow the ship gets rearranged into a prison". His punches need to be stronger.

@CaptainSlow202 Yes, but Ryu has the Hadoken (spelled right?). Energy blast beats car lift. Unless the car is made out of some mystical anti-energy metal, I think Ryu would win. Plus Ryu is apparently faster than Popeye. However, I think Popeye's specials are quite imaginative. Who created Popeye for MUGEN? Anyone know?

It's not always the defense or the HP of the character that's adjusted. A lot of times, I usually notice that the attack is often lowered to give characters like (a general) Kung Fu Man a chance against Popeye. But, (I'm almost certain you know that) you can easily change that aspect by going to the character's cns file. And, if you don't see that, you can try to look for a "st." file, or a constant.cns file that has the general stats of the character, such as attack, defense, etc.
