Try the seafood monger at your asian or latin stores if your local megamart (AB is god) does not carry "diver" scallops. Try the freezer section under seafood also. (Bows to John and admits he is not worthy). Please keep up the good food and work.
Look at it this way. If he got any of the pith in there it would have been a waste of olive oil, chili powder, jalapeno pepper, and scallops. That would have been way worse.

just sear the scallops and when the scallops are done, have some julienne bell pepper strips and some minced garlic at ready to add into the pan, the pan must be very hot as you would only toss the bell pepper and garlic bits with scallops for 1-2 mins and season generously
