it is when you create the force select edit city(3rd one?)

then choose the city other than the city that already occupied

bad side: the facility like ports is not conquered automatically and they start at 10000 man with 3000money?

the PUK is a "Power-Up-Kit". i'm not sure if they have it on the english version for the PS2. cheers!

Doesn't exist on PS2 or english version. It's only for the Chinese/japanese version; it's like an expansion pack.
