A black market does not necessarily mean it is a drug market, but once you ban something, you are guaranteeing a new source of income for mafias. Alcohol prohibition, weed, immigration, you name it.
Black markets exist wherever greed and regulation from government exist. Without regulation, theres no reason for trading to go underground. Take guns dealing for instance; ban guns completely, and then there is suddenly a big black market for guns so people who want to own firearms can. There was a black market for chips in my elementary school because the school thought it would be best to not allow them for some reason. None of the students care about it lol.
