It is pretty damn irrational how the US media makes N. Korea out to be the most insane worst country in the world. It's richer then most of Africa or Southern Asia. Even at the height of its famine, when 800,000 people died, they had a smaller % of their population starving than is the norm in India. They clearly do have cars, just not many of them. That's a very good question. I'll ask someone who might know when I get a chance. They weren't at every intersection, but there were a number of them, and they worked into the night in some places. Their wands light up at night like mini light sabers. There's not a lot of traffic, but I still worried for their safety out there. They probably don't release stats on that.
