I read a report not too long ago whereby Apple (in partnership with law enforcement agencies in China) raided a few markets where Apple counterfeits were being produced. I think because its so small (only place selling these HDD's is China) its difficult to stop these people. If they were exporting, Apple could be more strict but its hard.
