im confused, what the difference between 00 and P4?

00 rolling stock is to a scale of 4mm to the foot while 00 track is to a scale of 3.5mm to the foot. P4 rolling stock and and track are both to a scale of 4mm to the foot.

There are no inclines the track is all level.
