Well, Owen and Tosh will remain a major part of Torchwood even if they never show up again. Which may not be the case - this is sci-fi, no one ever really dies. Especially in a show that messes with time so much. lol Anyway, TW may not last more than 3 or 4 seasons (hope that's not the case, but ya never know) and in such a situation, they would both have been there for most of the show's run.
