You can't use nukes in war or your country crumbles apart with sanctions. You are laying a whole area to waste and you can't use it for your own benefit. Radioactive fallout can stay in the area for hundreds of years.

With a MOAB you can have a more surgical strike without murdering millions of civilians or rendering the area unusable.
