Ratcliffe isn't really evil, he is just a greedy man. This is why he is a realistic villain unlike the second movie where he is the classic vengeful villain.

radclifff is greed, racism, and hatred all boiled into one fat pot. He views himself as royalty and like most white people of that time the superior race. his search for gold makes him risk his men and his own life and war just so he can wipe out the Indians and take over. However i felt that he is kind of sympathetic when he says i never was a popular man, and is jealous of smith because the men like him. i think he thought that the gold was the only way people would respect him

How come Mel Gibson had to do an American accent for this film? John Smith was an English settler, MG is an Australian actor. Couldn't he have had a British accent?

Historically speaking, the real John Smith left England at 16 to become a merchant and mercenary overseas. He didn't return to England until he was 24 and left to Virginia at 26, it is possible that he may have had a different accent. Also, in the film John Smith is voiced by Australian Mel Gibson and if you hear the voice there are moments where the pronunciation is not American.

A very important line of this character is missing here. Where he says to Thomas "Don't fail me again" and brings the boy to kill Kocoum. The releasing of Smith is perfectly useless here. Anyway you did a good editing job with all the Disney Villains, my congratulations!
You know who this guy looks like? Professor Ratigan in human form. He treats the little puppy like Ratigan treats Felicia, he even has visions of becoming ruler when he discovers gold, similar to Ratigan. He dresses fancy, has little feet...I think that's where Disney got inspiration for this guy, from Professor Ratigan.

Governor Ratcliffe and Jafar do look alike, but Governor Ratcliffe does resemble Captain Hook more strongly. Ratcliffe and Hook are also two racist rulers who have a ship. Those are strong similarities, and maybe then some.
