He disrupted early negotiations, he didn't bring parties to the table - Bush invited he and Obama to sit in on the meeting, and then in the meeting McCain - shall we say - 'Watched from the sidelines'. And then his vast amount of work, bringing all the parties to the table, couldn't get any of his own party to agree to things.
