I guess we will know after he gets to the new world. As for Lucci it's true that we still don't know anything however I doubt that all the past enemies of Luffy suddenly gets Haki abilities. While lufy is still the same idiot he was in epi 1, never listens when some1 says something important and he falls asleep when there is a flashback. plz, if you want the deffiniotn of a satic character -> Luffy.
