If so, they'd be the c4 rings, with the current rewards at 4, 5, and 6 being pushed back to 5, 6, and 7. Without a way to get back from c7, though, they simply don't exist.

Yeah it does. Forgive me for this, but Action Replay 999 rings and you'll have WAY over the limit, but it'll still say you have PERFECT. Also, in Knuckles' and Rouge's stages where you can dig, you can get 999 in theory. I think Sadistic Mystic will know the stages you can max out the ring counter, but I know that you get perfect if you go beyond the ring limit.
Diggable rings are just like checkpoint rings: whenever you get them, the out-of total goes up just as much, so they can't be used to get ahead of the count. Even though the out-of can't display more than 999, if you get to 999 in Wild Canyon purely by digging rings, it's really "999/1172", so that line of attack doesn't work either.
Levels where you can exceed the count include City Escape, Green Forest (GC only), Security Hall, and Cannon's Core (DC only unless you warp via a kart stage).

I'm too used to seeing 999/*some low number*, but I guess it's because with AR, the counter changes to 999, but since it's done all at once before the stage loads, the Ring total counter doesn't rise with it, whereas in stages with infinite rings (or higher amounts) would raise the total counter if you passed the limit via known/checkpoint rings, right?
Ah, and wow, that would be a pain spending hours collecting 999 rings, just to see you needed more than that...
-the first long backtrack, to get the 20s from under the floor. Eventually I found that if you aim for distance on the jump before starting to hover, you should be able to conserve enough height to make the lock-on every time.
-the final tunnel. What I did here was refer back to some old tape, to find the timing when each ring box comes into view. With that information down, once I actually got to the tunnel, my eyes were on the clock the whole time.
98.5% of this stage is Eggman hovering lol. That is, if you take the short cut passed the plat form places.

The gravity is too low in this stage, so you can hover for long distances with ease.

Simple--they just set the out-of too low by 16 rings. It doesn't matter which ones; as long as you miss 15 or less you're in good shape.
