You probably have Semi-Auto on, in which case you have to hold block and press up, I think.

It's a skill only Rita can learn from one of her weapons late in the game, IIRC.

@FlyThruDAir you hold block, press up and quickly tap the right stick but that depends if you have the item that makes her fly it starts with a T and that is rita's secondary weapon the books you should get it in the synthesis
