I'm pretty sure that Hotch had never encountered anything like the Reaper before and it is personal because he feels like he should've caught him or made that deal.
The deal is what really gets to him. He had a chance to end it there, but he didn't.
This is why I love Criminal Minds--the main male characters (Hotch, Rossi, Morgan, and definitely Reid) all have vulnerable sides, moreso in Reid, but present in Morgan and Hotch, as this scene demonstrates.
