when we got the full game, a few weeks later havik made it in 1:15 by himself. (level 8 - lard lad)

use bart to open lard lad and then destroy the electronic stuff inside it by pressing triangle.

Also, he always runs to the same places. one is in front of the prision and the other between the 'all you can eat' and the pier.

i forgot to mention that really helps if you explore all the level before attacking lard lad. try going inside the prision (kang and kodos are there, they destroy mini krusties and you).
