Yes and no. The final episode made it somewhat clear that Higgins was Robin Masters. HOWEVER there was an earlier episode where Robin Masters showed up at the end and threatened to "write about" what his former friends had done.(Magnum called Robin for help) You didn't see his face but Robin's voice was played by Orson Welles. Basically, the creators changed their minds about who Robin was; he was a real person at the beginning of the series but later he became Higgins.
