These dirty cops pull someone over and have the vehicle towed to the place they do "business" with. Revenue Trap! Then, when you come pick up the vehicle, the towing place tips off the cops of your arrival. Cops show up, hide and bust you again when you leave the towing place. In this case, the "probable cause" to pull over and tow the vehicle was a dime sized chip out of the red tail-light lense.
Take away that "cops" badge NOW.
