The liquid is called "tare" in Japanese meaning sauce, which consists of the usual suspect for all Japanese cooking; soy sauce, probably brown sugar in this case and sake or mirin. This concoction is supposed to be a secret for each vendor. I remember seeing them cooking this liquid outside over charcoal fire before. But I don't think they use charcoal to cook the liquid nowadays.

Basic ingredients are soy sauce and mirin. Mirin is a cooking sake, it adds the different sweetness you get from sugar and the glaze.
Try mixing them 1:1 for the starter, then add or subtract two ingredients above and add sugar or salt for your liking.
