I saw that documentary, too. I think it was titled: "Outsider Music". It was on Channel Four in the U.K. And you're right, he is highly entertaining; the sort of man it would be fascinating to see interviewed.
Strangely enough, he sounds a little bit like the homeless man from "Jesus Blood Never Failed Me Yet"
